活动组织授权书授权书
在当前国际金融危机背景下，很多留学海外的有志之士看到了国内巨大的发展空间和机遇，纷纷回国创业，中国迎来了又一次“归国潮”。长沙作为中部重要城市，正在紧紧围绕“中部崛起”和“两型社会”建设，深入贯彻落实科学发展观，积极整合国际人才、技术与产业资源，推进经济社会逆势而上。为此，长沙市委、市政府提出引进国际先进技术和引进高端人才“两个行动计划”，希望能为海外优秀人才回国创业和发展提供良好的平台和机会，吸引国际高端人才来长沙创业，使归国留学人员既实现自身发展又为长沙经济社会发展作贡献。
在此基础上，长沙拟于2009年5月15日——2009年5月17日举办“北美留学生长沙创业行”活动，以进一步推动留学人员创业长沙。活动期间，我们将举办“行动计划”说明会；组织留学人员与用人单位供需见面洽谈会和留学人员项目展示推介；邀请在长创业和服务的留学人员成功人士共同畅谈交流等活动。

受邀嘉宾往返长沙交通费（不含国际往返）及在长沙活动期间（三天）的食宿将由活动主办方承担；旅游及其他费用自行承担。

当今是处于经济全球化一体化浪潮迅猛发展、中国加入WTO，中国的发展正处于重要战略机遇期的大背景下，世界经济的发展，为中国带来了新的机遇，也随之产生了新的挑战。这些挑战，包括产业的转型和升级，循环和节约性经济的发展，提高内需在整个经济中的比重，经济发展区域不平衡问题的解决，新农村的建设等。同时，中国海归自21世纪以來正在呈现出第二次浪潮，即帮助中国走向世界。也可以說，海归在经受了国际化的洗礼回到中国后，经过新的在国內创业或参与国内企业的国际化，又回归国际。这类例子至今举不胜举，为中国创造一大批活跃在高科技和新经济领域的主流企业，为国內帶回了国际先进的技术和人才，也帶回了国际资本和新的机制。
湖南作为中部大省，紧紧抓住“中部崛起”和“建设发展两型社会”的历史机遇，获得了极大的发展，在当今时代格局下，也很希望能为海归的回国创业和发展提供良好的平台和机会。在2009年5月的第3个星期，湖南长沙计划举办长沙留学生创业大会，抛砖引玉，吸引更多的留学人员回长沙发展。在普遍支持的情况下，也引进和重点扶持一些有代表性的循环经济类，信息产业类，科技创新类的项目，并结合外部投资机构的支持，能把这些项目进一步作大作强。
为更好办好活动，特别授权贵组织协助在美国进行活动宣传，项目收集和推荐，以便能更多和更广地发动留学人员，引进一大批海外优秀资源和项目，为湖南的发展作出贡献。
